NOTICE OF MEETING

The Anglican Rite Catholic Parish of St. Mary the Virgin, Chatsworth, California

Annual Parish General Meeting - Sunday, January 29, 2023

Incorporated under the State of California, and as required by the Parish Bylaws, official notice is hereby given that you are cordially invited, and participation is also requested, for the Annual Parish General Meeting of the Church of Saint Mary the Virgin, scheduled for Sunday, January 29, 2023, in the Parish Hall, as prior advertised in the Sunday Service bulletins throughout the month of January.

At the conclusion of the Sunday Mass, a brief Coffee Fellowship will be followed immediately afterward by the Annual Parish General Meeting.   The Sunday Mass and Annual Meeting will also be transmitted via the Internet, through a ‘Zoom’ tele-communication set up.

As we are incorporated under the Laws of the State of California, we are required by law to conduct an Annual Meeting for the express purpose of caring for the affairs of the parish corporation.   Specifically, we are to elect members to the Vestry, elect a Junior Warden, receive the Treasurer’s Report for 2022, and adopt a Budget for 2023.  The proposed budget will be presented at the meeting.

We must also elect Delegates and Alternates for the 2023 Annual Diocesan Synod.  We will also hear reports from our parish officers and guilds, plus handle other pertinent business.  Time will be provided for open discussion.

This year we must elect two new members to the Vestry to serve a term of three years. Please note that this will bring us to a Vestry size of 7, down from 9, and will allow us to move forward with 2 new Vestry members elected each year. Our Bylaws allow the Vestry to have up to 9 members with preference for an odd number. Due to the reduced number of active attendees in the Parish, the reduced Vestry size is both reasonable and practical.

Should you wish to nominate candidates from the floor, as a courtesy to them you should obtain their permission in advance of the meeting.  Please be mindful, they must qualify as being eligible for nomination, through compliance with the By Laws of the Parish as stated below.

Article III, Section 3:03:

“Only qualified members are eligible to Vote or to be Nominated for the Vestry.   A qualified member is defined as being: (1) At least 18 years of age or older, (2) Has previously submitted a ‘Request to Join the Parish’ form or who became a Member of the parish through Baptism, Confirmation or Episcopal Reception, (3) Has been regular in Attendance at services [either in person or via Zoom] and in the Receiving of Holy Communion, (4) Is a Contributor of record; all for a period of at least 60 days prior to the date of the Annual Meeting.”   [Non-members are welcome to view the meeting and are welcome to speak; but not to cast a vote.]

Basic Meeting Rules of Engagement

  • The Bishop or his designee shall preside as Chairman. He shall appoint a Sergeant-at-Arms to manage meeting logistics and enforce good conduct.
  • All attendees may participate in discussion. Only Parish members in good standing in accordance with the Bylaws of the Church may vote on motions or elections.
  • Each person desiring to speak shall raise his or her hand. For those attending remotely, please use the “raise hand” reaction. Speakers shall be recognized by the Chairman or by the Sergeant-at-Arms who may recognize a speaker from the floor if no one else is currently speaking. For those attending remotely, please state your name prior to beginning speaking (primarily for the benefit of the Clerk of the meeting).
  • No person shall speak at any one time for more than five minutes unless the attendees extend the time by general consent or formal motion.
  • Only one person may speak at a time; anyone wishing to comment must raise his or her hand and be duly recognized. To ensure a timely meeting, please refrain from side conversations or commentary.
  • No person shall be recognized a second time on the same issue until all persons desiring to speak have had the opportunity.
  • No conduct that approaches bullying, disruptive behavior, or abusive language shall be tolerated; offenders shall be asked to leave the meeting.
